Grade V and Grade IV for sorters to be combined,

i.e. a sorter will rise continually by length of service from

Crade V to Grade IV. This will mean no immediate extra cost, but

it will tend to keep men in the postal service for longer perioda.

For the Sixth Crude Shroffs, I would recommend

$240 to $360 and 8360 to 3420 on passing simple examination in

English. This causes no increase, and will make the men learn

sufficient English for giving Registration receipts etc.,

As regards the postmen, I would recommend that the

whole system of service be altered. The initial pay of $10 a

month and quarters is insufficient to attract the right class of

men. They lack knowledge of English, with the result that time and

clerical labour is lost in translating addresses, and errors in

delivery are made. The better men, of long service, have shown

that they are capable of being used as sorters, and if postuen are

able to rise to higher duties, with better salaries, better men

will be obtained, time will be saved, and the clerk class of

sorters will be reduced or kept down in numbers.

The Postman Staff is at present as follows:-

One No. 1 830 a month (This man will retire next year), one head

postman 220 to $25, 4 marine stampers £13, one postmen $15, one

postman 14, 2 pus tuen 312, 4 postmen 811, 85 postmen X10. All

the above (except the head postum) ɛet 82 or free quarters,

two

men get $2 a month extra for attending to closed rails, all men

except 57 who joined after June 1st., 1909, get extra mail money

on arrival of certain mails, and all get 25 cents a day extra

for attendance on Sundays and holidays.

53 men have been in the service less than two years

it takes a considerable time to train Chinese as efficient post-

-men.
